Gas Development Plan and Regulatory Framework Review and Assistance for Kosovo

Project Description

Kosovo does not have a domestic gas supply network and is not connected to the regional and European gas network hence there is no gas market in the country. The diversification of sources and routes of the energy supply to increase the security of energy is a strategic objective of the Kosovo Government. In addition, the development of Natural Gas Infrastructure is one of the strategic objectives (4th) of the Energy Strategy of the Republic of Kosovo.

The Gas Master plan will be scoped to include institutional factors relating to tariffs, potential implementation arrangements and the development of transmission and distribution system operators and regulatory competence in Kosovo.

The main objectives of the project are the development of a medium-term natural gas master plan for Kosovo as well identification of priority investment projects, including regulatory framework review and assistance. The project will, therefore, be scoped to include institutional factors relating to tariffs, potential implementation arrangements and the development of transmission and distribution system operators and regulatory competence in Kosovo, which is one of the Contracting Parties of the Energy Community without a gas market for the time being.
