Regional Housing Programme on Durable Solutions for Refugees and Displaced Persons (RHP)

Project Description

The Regional Housing Programme (RHP) was established to provide durable housing solutions to vulnerable refugees and displaced persons following the 1991-1995 conflicts on the territory of former Yugoslavia. The RHP has been implemented by Bosnia and Herzegovina, Croatia, Montenegro and Serbia; it has been mostly financed by the international donor community. The main donor is the European Union with over 90% of the allocated funds. The housing solutions included the construction of apartment buildings, pre-fabricated houses, and the provision of building materials for assistance with the reconstruction of existing dwellings/living accommodations and the purchase of village houses.

WBIF supported the preparation of the Pre-Feasibility Report whose purpose was to assess a number of pivotal elements in the pre-implementation phase of the RHP. The report focused in particular on two main issues: implementation structures and costs per housing solutions.
