Higher and Professional Education Finance in Southeast Europe - pilot project

Developing human capital has been widely recognised as a key factor for successful economic development. However, public resources dedicated to equal access to higher education have proven to be (increasingly) insufficient. This is especially true when looking at the situation of students with lower socio-economic backgrounds, who have neither sufficient own financial resources nor access to adequate alternative (private sector) sources of financing.

WBIF has provided a grant for the preparation of a Feasibility Study to explore possibilities of establishing a regional programme to provide better access to higher and professional education for academically qualified but economically disadvantaged students in disciplines relevant to the local labour market in Southeast Europe. The Study covered three WBIF beneficiaries - Albania, Montenegro and Serbia.
