Study on Toll Collection and System Design for Republika Srpska Motorways

Republika Srpska (RS) has a motorway network at various stages of development. The construction of sections of the motorway network has been planned to be financed from different sources, and this increases the need of having a harmonised, efficient, and effective system of collecting tolls on the entire future motorway network.

WBIF has provided a technical assistance grant for a study of the most appropriate options for the implementation of a tolling system in RS, taking account of the long-term motorway development programme. The study examined and compared road pricing options, assessed road pricing impact, and recommended a pricing strategy and fee collection options. It has also analysed the regulatory framework, estimated relevant costs and benefits, and developed a traffic forecast model for the proposed motorway system.

The study provided a strategy and an action plan for the implementation of such a system on the three most developed motorway corridors in the Republic of Srpska: E661 Banja Luka - Gradiska (33 km); M16.1 Banja Luka - Doboj (76 km); and E73 Doboj - Modrica, on Corridor Vc (47 km).
