Construction of Regional Landfills in Montenegro

Project Description

The area of waste management represents a significant challenge in Montenegro due to its complexity and level of negative impacts on the environment. Inappropriate disposal of solid waste and lack of recycling practice has been recognised as one of the most burning issues in the sector. For this reason, Montenegro has initiated a programme to develop an EU-standard Integrated Sustainable Solid Waste Management scheme. It concerns the construction of regional sanitary landfills, recycling and composting facilities, including the implementation of the first disposal cells of up to five new inter-municipal sanitary landfills, with the transfer, recycling and composting facilities, as well as the rehabilitation of existing dumpsites.

For these purposes, WBIF has provided comprehensive technical assistance covering six independent components to support the preparation and implementation of investments:

  • Component A concerned the Environmental Impact Assessment for a regional landfill in Niksic;
  • Component B covered Management models and options for cost recovery for the future construction and operation of regional landfills in Montenegro (Case study for Niksic);
  • Components C and D dealt with the preparation of tender documents (TDs) and technical assistance to the operator of the Livade Landfill for the construction and supervision of the Livade treatment plant for leachate (a liquid effluent that picks up particles as it moves).
  • Component E covered the preparation of tender documents (TD) for the works and supervision contracts for the rehabilitation of the Cafe dumpsite of Bar.
  • Component F included the comparative analysis of alternative transport methods of waste in Cetinje Municipality and the preparation of the TDs for the rehabilitation of the Vrtjeljka dumpsite.
