Upgrading the Physical Infrastructure of Secondary and Tertiary Healthcare Institutions: Feasibility Study, Tender Documents

The reform of the health sector in Kosovo* was undertaken in 2011 with an aim to modernise the health system starting with the introduction of a mandatory health insurance system and the establishment of a Health Insurance Fund. The reconfiguration of the healthcare institutions' organisational structure included the establishment of the Kosovo Hospital and University Clinical Services (KHUCS) as a unitary health institution composed of all secondary and tertiary healthcare institutions.

In order to facilitate efficient implementation of the planned investments in public health services, with a particular focus on required medical equipment in Kosovo, WBIF intended to support the preparation of a Pre-feasibility study for upgrading the physical infrastructure of secondary and tertiary healthcare institutions. However, during the initial phases of technical assistance, it was found that detailed documentation of the required medical equipment has already been prepared by the Beneficiary.

Based on this existing documentation, it has been determined that the grant is sufficient for the development of a Feasibility Study including technical specifications and tender documents for medical equipment and necessary infrastructure adaptations, for upgrading the medical equipment and infrastructure of secondary and tertiary healthcare institutions in Kosovo. Technical assistance activities have included:

  • Detailed assessment of the medical equipment condition and necessary investment for upgrade;
  • Detailed assessment of the infrastructure conditions and necessary interventions and investments;
  • Detailed assessment of major projects and programs (recent and ongoing at the time) related to procurement plans of medical equipment;
  • Assistance in preparing the tender documentation for equipment supply;
  • Detailed plan of staffing, additional training, technical support, and consumables supply for sustainable use of the equipment.
