WATSAN Programme in the Federation of Bosnia and Herzegovina: Extended TA Support for the Implementation and Management of the Project

Project Description

Substandard water supply and wastewater collection and treatment infrastructures pose serious threats to public health and the environment in Bosnia and Herzegovina (BiH), including in the Federation of Bosnia and Herzegovina (FBiH). To improve the situation in the water and wastewater sector, BiH has started a comprehensive programme "Water Supply and Sanitation in the Federation of Bosnia and Herzegovina (WATSAN FBiH)" which aims at the development of sustainable water and sanitation services through the construction of necessary facilities, development of adequate infrastructure and strengthening of the municipal operators - public utility companies (PUCs).

WBIF has provided continuous technical assistance for the implementation of investments in selected municipalities. This TA grant, the third in a row, supported the preparation of

  • 15 technical documentation packages for water and sanitation investment measures in five participating municipalities, specifically, one Feasibility Study (FS) and one Preliminary Design (PD) for a waste water treatment plant (WWTP), three Detailed Designs (DDs) for three drinking water treatment plants (DWTP), one DD for a water network rehabilitation, two DDs for sewer investments, and seven DDs for WWTPs;
  • 15 tender dossiers for water and sanitation investment measures in six participating municipalities, specifically, two tender dossiers (TDs) for design and build contracts for two large WWTPs, three TDs for works contracts for three DWTPs, seven TDs for works contracts for seven smaller WWTPs, one TD for a works contract for the rehabilitation of a water supply network and two TDs for two works contracts for sewer investments.

The scope of services also included the technical assistance provided to the Project Management Unit (PMU)/Project Implementation Teams (PITs) in the management of procurement procedures for international tenders, specifically: (i) Procurement of Central Supervision over Works of the Project WATSAN FBiH, (ii) Tendering for WWTP Lukavac, and (iii) Tendering for WWTP Orašje.
