Technical Assistance for South East European Regional Security Coordination Initiative (SEE RSCI)

Project Description

In August 2015, transmission system operators (TSOs) of Montenegro, Bosnia and Herzegovina and Serbia set up South East European Regional Security Cooperation Initiative (SEE RSCI) named Security Coordination Centre SCC Ltd Belgrade.

SCC provides services to its founding members, including the validation of RG CE DACF Individual Grid Models (IGMs), the creation of 24/per day DACF Common Grid Models (CGMs) for Continental Europe synchronous zone, and security analyses on 24 DACF CGMs focused on participating TSOs’ observability areas.

This WBIF technical assistance grant has helped the SCC in setting up and developing the main RSCI functions as defined in 'ENTSO-E Policy Paper - Future TSO Coordination for Europe' from November 2014. These are: i) Improved Individual Grid Model / Common Grid Model Delivery (IGM/CGM); ii) Coordinated Security Analysis, including Remedial Actions-related analysis (CSA/RA); iii) Coordinated Capacity Calculation (CCC); iv) Short- and Medium-Term Adequacy Forecasts (SMTAF); and v) Outage Planning Coordination (OPC).

More specifically, technical assistance was focused on i) capacity building in setting up the procedures, business processes and required functions in line with ENTSO-E documents, and ii) supporting concrete activities under the SCC's functions.

For the latter, technical assistance was provided for the support in the development and maintenance of the Common Quality Assessment Portal for the IGM/CGM function, the software upgrade for multi-user performance of IGM/CGM and CSA/RA functions, the software upgrade for the involvement of Remedial Actions at CSA, software development for Short and Medium-Term Adequacy Forecasts (SMTAF), and software development for Outage Planning Coordination (OPC), among other tasks.
