Transport policy is focused on the full integration of the Western Balkans region into the Trans European Transport Networks. At present, the Memorandum of Understanding on the Core Transport Network underpins the countries' efforts to adopt the relevant EU acquis and to prioritise the necessary investments. The South East European Transport Observatory (SEETO) and its Secretariat facilitates regional cooperation in the transport field, particularly the annual updating of the Core Network Plan, which provides the framework for the prioritisation of investments.

The IFI Coordination Office has been working with the SEETO Steering Committee, SEETO Secretariat, DG MOVE and DG Enlargement to develop a strategic work programme for SEETO for 2011-2012. This work programme was adopted by the SEETO Steering Committee at its meeting on 28 November and was subsequently endorsed by the Ministers for Transport at their meeting the following day. The Strategic Work Programme identifies the priority areas for cooperation among the Regional Participants to the MoU and outlines how they will ensure further progress on implementation of the commitments under this important regional agreement.
