1. What type of projects/investments are recorded in the Database?
The projects database presented on this website contains investment flows (formally approved grants and loans) from the EC, IFIs (CEB, EBRD, EIB and the World Bank Group) and bilateral financing institutions (e.g. KfW) and donors in the Western Balkans since 2007. It covers the 7 beneficiaries - Albania, Bosnia and Herzegovina, Croatia, Kosovo (under UNSCR 1244), the Former Yugoslav Republic of Macedonia, Montenegro and Serbia as well as regional level (multi-beneficiary) investments. The database focuses on the following sectors: energy, environment, private sector development, transport and social issues.
The Database does not record private investments nor projects in sectors other than those listed above.
2. Where do the data come from and how has the information been verified?
The database is based on a previous stock-taking exercise carried out in 2009. The structure and functionality have been completely revised and the data updated from publicly available sources in early 2011. For EC projects, data source are the Project Fiches available on the DG Enlargement website. The World Bank and the EBRD also publish project fiches on their websites and in the case of CEB and EIB, the original data has been obtained from the institutions. In the case of bilateral donors, the information comes from the field visits carried out during the 2009 stock-taking exercise. IFIs and Donors have been asked to verify their data and submit missing projects between March and June 2011, but it is expected that this verification and update process will be on-going to ensure the accuracy of the data provided.
3. How can I report an inaccuracy in the information for a project or submit a project financed by my institution?
If you notice an inaccuracy in one of the project details, or if you would like to suggest a project to be added, please email database@ificoord.eu, and make sure to include your contact details.
4. What is the main project ID?
The main project ID is an identification code specific to this database and is used for internal coding purposes. The first 3 letters indicate the beneficiary, the second 3 letters indicate the sector, G is for a grant and L for a loan, the last set of letters is the lead donor code and finally a specific number for the project.
For example, project ALB-ENE-G-EC 01 is an EC Grant to Albania in the Energy sector.
The project reference used by the lead donor is indicated in the project description where available.
5. What is the difference between the ‘Lead Donor’ and ‘Financing institution’ filters?
The ‘Lead Donor’ filter will show you all projects for which the financing institutions you selected is the main donor, (i.e. has provided the highest share of finances and./or is responsible for project implementation). You must select the relevant ‘financing institution’ filter to see details of projects to which the selected organization has contributed, even if not as lead donor.
6. How can I download the data if I want to select specific data/generate a customised report?
We have provided a number of pre-defined reports in the ‘reports’ section that you can easily print and export according to your needs. However we also provide the “raw data” in excel or CSV tables that you can download and sort according to your specific needs. Simply click on the format you want to use and manipulate the data accordingly. The “Projects” table contains general information about the project, while the “Grants” and “Loans” tables contain information about the financing instruments respectively.
7. What is the ‘Leverage’ table?
The ‘Leverage’ table will show you, for projects that have both a grant and a loan component, the ratio of grants to loans and the share of external financing to total costs. In other word, it gives an indication of how much money (loan or own commitment) a grant has mobilized for a given project.
8. What are ‘own commitments’ and ‘unidentified financing’?
‘Own commitments’ show, where explicitly mentioned in the project fiche or financing arrangement, the share of financing supported by the beneficiary. ‘Unidentified financing’ records the share of financing which is not specified.
